The UAE has spent almost a decade treating AI as national infrastructure. It named a Minister of State for Artificial Intelligence in 2017, published a National AI Strategy 2031, and built sovereign AI groups in Abu Dhabi that now sell models, cloud and analytics to governments abroad. For a buyer in Dubai or Abu Dhabi, that means the shortlist for "AI development company" is unusually wide: state-backed AI groups, telecom-owned digital units, regional consultancies, and app studios that added AI to their service menu.
The hard part is matching the partner to the job. A sovereign AI group is built for national-scale platforms, not a 30-day customer-support agent. A mobile app studio can ship a chatbot fast but may never have run an agent in production with evals and audit trails. And the questions that matter in the UAE, such as where the data is hosted, whether the team can handle Arabic well, and which data protection regime applies (federal PDPL, DIFC or ADGM), rarely appear on the agency's homepage.
This guide compares the 11 best AI development companies in Dubai and the UAE in 2026. Real services, honest pricing where it is publicly known, pros and cons, and a framework to pick the right AI partner.
Disclosure: AY Automate publishes this guide and ranks itself first, because one senior team ships Claude-native agents end to end, evals included, and delivers in Arabic as well as English and French. AY Automate does not have an office in the UAE. If a UAE legal entity, an on-site team or a government vendor registration is a hard requirement, start your shortlist at #2.

1. AY Automate, best for Claude-native agentic AI systems
AY Automate is an AI agent development studio that builds production agentic systems for B2B teams. The team specializes in Claude Code, the Claude Agent SDK, LangGraph orchestration and retrieval-augmented generation pipelines. Unlike large groups that staff AI programs with generalists, AY Automate runs senior-only engagements focused on shipping the agent, the evals and the observability stack end to end.
For UAE buyers the practical difference is language and time zone. The studio works with founders, operators and engineering leaders across English, French and Arabic markets, so an Arabic customer-support agent or an internal copilot over Arabic documents is part of the normal scope rather than a translation step bolted on at the end. Delivery is remote, with working hours that overlap the Gulf day. Typical builds include customer-support agents, internal copilots over private data, and workflow automation that replaces brittle Zapier chains. Its custom AI development company page shows how a build is scoped and tested on real examples.
Key features
- Claude Code and Claude Agent SDK delivery: prompt design, tool use, sub-agents and skills
- LangGraph and CrewAI orchestration for multi-step agentic workflows
- RAG pipelines with vector databases and hybrid retrieval, including Arabic content
- Eval harnesses and observability baked into every build
- Delivery in English, French and Arabic
Best for
- Dubai and Abu Dhabi teams that want one production agent shipped in weeks, not a year-long program
- SaaS companies adding AI features to an existing product for Arabic and English users
Pricing
- Custom engagements scoped by outcome (agent in production, copilot, automation)
- No public hourly rate sheet
Pros
- Claude-native: production experience with the Claude Agent SDK, not a generic LLM wrapper team
- Senior engineers only, no offshore pyramid
- Arabic handled by the same team that builds the agent
Cons
- No UAE office or local entity, which rules it out of some government tenders
- Smaller than the Abu Dhabi AI groups if a buyer needs hundreds of seats
Scope and process for an agent build are on our AI agent development services page. For automation around the agent, see AI automation agency services.

2. G42, best for national-scale AI programs
G42 is an Abu Dhabi technology group that describes itself as inventing "visionary artificial intelligence for a better everyday". It operates as a holding structure for a family of AI companies, several of which appear later in this list (Core42, Presight and Inception), and it signs partnerships with governments, energy companies and global technology firms. Its newsroom in October 2026 included an agreement with Emarat on AI in energy and mobility.
G42 is the right first call when the program is national or sector-wide: health data platforms, energy, public services, or anything where sovereignty and state-level partnerships matter more than speed. It is not designed for a single team that wants one chatbot shipped this quarter.
Key features
- Group of AI companies covering models, cloud, analytics and sector solutions
- Government and large-enterprise partnerships
- Abu Dhabi base with international operations
Best for
- Government entities and national champions running multi-year AI programs
- Buyers who need a sovereign partner with state backing
Pricing
- Not published; program-based contracts
Pros
- Scale, capital and access to sovereign infrastructure
- Deep relationships across UAE government and industry
Cons
- Heavy engagement model for small or mid-size projects
- You will usually work with one of its operating companies rather than "G42" itself
Website: g42.ai
3. Core42, best for sovereign AI infrastructure
Core42 is G42's infrastructure company. Its site positions it around "sovereign AI infrastructure": a sovereign AI cloud, sovereign public cloud and private cloud offerings, plus GPU capacity for training and inference. It also works with partners abroad, for example an announced program with Assolombarda in Italy to promote sovereign AI adoption.
For a UAE buyer, Core42 matters when the question is where the model runs, not who writes the prompts. Regulated entities that cannot send data to a public hyperscaler region outside the country often start here and then bring in a delivery partner for the application layer.
Key features
- Sovereign AI cloud and GPU infrastructure
- Public, private and sovereign cloud options
- Enterprise and government compliance focus
Best for
- Government and regulated buyers with strict data residency needs
- Teams that need in-country GPU capacity for training or inference
Pricing
- Not published; contact sales
Pros
- In-country, sovereign hosting for sensitive workloads
- Backed by the G42 group
Cons
- Infrastructure first: you still need a team to build the application
- Overkill for a pilot that can run on a standard cloud region
Website: core42.ai
4. Presight, best for big data analytics and smart city AI
Presight is an Abu Dhabi AI and big data analytics company, part of the G42 group and listed on the Abu Dhabi Securities Exchange. Its product line includes Presight Synergy (an end-to-end data and AI platform), the Presight Agentic Platform ("enterprise AI operating system") and Presight IntelliPlatform for AI and IoT in smart cities, with solutions for traffic management and public safety.
Presight fits programs where the hard part is fusing large, messy data sources across agencies or a city, then putting analytics and agents on top. It also runs an AI startup accelerator.

- Traffic, public safety and city operations solutions
- AI startup accelerator
Best for
- Government and city operators with large multi-source data
- Enterprises that want a platform plus delivery from one vendor
Pricing
- Not published
Pros
- Mature platforms for public sector analytics
- Publicly listed, which helps procurement due diligence
Cons
- Platform-led: less suited to a small custom agent outside its products
- Strongest in public sector use cases
Website: presight.ai
5. Inception, best for Arabic large language models
Inception is the G42 company best known for Jais, an Arabic-English large language model developed with Mohamed bin Zayed University of Artificial Intelligence and Cerebras. For buyers whose product depends on understanding Gulf Arabic, Modern Standard Arabic and mixed Arabic-English text, Inception is one of the few teams in the region that builds the model layer itself rather than only fine-tuning someone else's.
Inception also builds enterprise applications on top of its models. Ask how they handle evaluation in your dialect and domain, and whether the deployment can run on in-country infrastructure.
Key features
- Jais Arabic-English LLM family
- Enterprise applications built on its models
- Close ties to MBZUAI research
Best for
- Arabic-first products where model quality in Arabic is the main risk
- Government and enterprise buyers who prefer a regional model
Pricing
- Not published
Pros
- Builds Arabic models, not only wrappers
- Part of the G42 ecosystem for hosting and scale
Cons
- Model-centric: integration work may still need a separate delivery partner
- Less public information on pricing and engagement sizes
Website: inceptionai.ai
6. e& enterprise, best for telecom-backed enterprise AI
e& enterprise is the enterprise unit of the e& group (formerly Etisalat) and operates in the UAE and Saudi Arabia. How to choose the best AI development company in the UAE
1) Which data protection regime applies to you?
The UAE has three. Onshore companies fall under the federal Personal Data Protection Law (Federal Decree-Law No. 45 of 2021). Companies in the Dubai International Financial Centre follow the DIFC Data Protection Law No. 5 of 2020, and companies in Abu Dhabi Global Market follow the ADGM Data Protection Regulations 2021. Health data has its own rules. Ask every vendor which regime they have built for before, where the model and the vector store will be hosted, and whether prompts or logs leave the country. If the answer is vague, assume the data will go to a foreign cloud region.
2) Sovereign AI group or focused delivery team?
G42, Core42, Presight, Inception and e& enterprise are built for sovereign, large-scale programs. They win when the project is national, sector-wide or bound to in-country infrastructure. A focused team like AY Automate ships faster when the scope is one agent, one copilot or one automation. Many buyers combine the two: sovereign hosting from one vendor, the application from another.
3) Arabic quality: tested, not promised
Almost every vendor in the UAE says "Arabic support". Ask for a test on your own documents and customer messages, including Gulf dialect and mixed Arabic-English text, and for the eval results before you sign. A model that answers well in English and stumbles in Arabic will hurt a customer-facing agent more than any delay. See hire remote AI developers guide for the hiring checklist.
4) UAE-based team or remote delivery?
A local team helps with government tenders, on-site workshops and procurement. Remote delivery is usually cheaper and gives access to more senior engineers per dirham. Agency blogs put typical Dubai AI development rates at about $25 to $90 per hour for most studios, with enterprise firms well above that (these figures come from vendor guides, so use them as a rough range). Compare against the best AI development companies in the UK or in India if offshore delivery is on the table.
Building an AI agent? Where to start
If you are building an AI agent, copilot or LLM-powered product feature in the UAE and want a senior team shipping on Claude Code, the Claude Agent SDK and LangGraph, AY Automate is built for that work. We run small senior engagements, write the evals and observability plan before the first line of code, and deliver in Arabic, English and French. Start with AI agent development, read what a custom AI development company build looks like, and when you are ready to scope a build, book a consultation.

FAQ
Which is the best AI development company in the UAE? For national-scale and sovereign programs, G42 and its operating companies (Core42, Presight, Inception) are the default shortlist. For telecom-backed enterprise AI, e& enterprise. For a single production AI agent or copilot shipped fast by a senior team, with Arabic handled in-house, AY Automate is our pick (we publish this list, see the disclosure above). The right choice depends on program size and data residency, not brand.
What are the top AI companies in Dubai? Dubai-based firms on this list include Beinex (Business Bay), Blink22, and the Dubai offices of Appinventiv, Code Brew Labs and Apptunix. The largest UAE AI groups, G42, Core42, Presight and Inception, are headquartered in Abu Dhabi but work with Dubai clients.
How much does AI development cost in the UAE in 2026? Agency guides put most Dubai AI studios at roughly $25 to $90 per hour, with senior specialists and enterprise firms above $100 per hour. Large groups do not publish rates and price by program. A focused agent build is usually scoped as a fixed project; AY Automate scopes by outcome rather than hourly.
UAE-based or offshore AI development company? Choose a UAE-based team when you need a local entity for government procurement, on-site work, or a vendor already approved under your regulator. Choose offshore or remote delivery when the scope is well defined and cost or senior talent matters more. Either way, insist on in-country or approved hosting for personal data.
Do AI companies in the UAE need to comply with the PDPL? Yes, onshore. The federal PDPL (Decree-Law 45 of 2021) covers personal data processing outside the free zones. DIFC and ADGM have their own data protection laws, and sector regulators add rules for health and financial data. Your vendor should know which one applies before writing code.
Can a UAE AI company build agents that work in Arabic? Yes, but quality varies a lot. Inception builds Arabic models (Jais). AY Automate and several others build Arabic agents on top of frontier models. Ask for an evaluation on your own Arabic data before you commit.
How long does an AI development project take in Dubai? A focused AI agent or copilot can ship in 4 to 12 weeks with a specialist team. Sovereign platform programs with large groups usually run 6 to 18 months, and government procurement adds time before work starts.
Is the UAE government a good reference customer? It can be, because government programs set the bar for security and data residency. Ask what part of the program the vendor delivered itself and whether it can share a reference you can call.
Can an AI development company in the UAE train our internal team? Yes. Most firms here offer enablement or knowledge transfer. AY Automate runs senior-led builds with a structured handover so your team owns the agent after launch.
