Saudi Arabia went from AI buyer to AI builder in a few years. The Saudi Data and Artificial Intelligence Authority (SDAIA) was set up in 2019, the Personal Data Protection Law came fully into force in 2024, and the Public Investment Fund launched HUMAIN in 2025 as a national AI company. Vision 2030 programs in government, finance, energy and retail now need agents, copilots and analytics, and every vendor in Riyadh calls itself an AI company.
That makes shortlisting harder, not easier. A buyer can choose between state-linked national champions, telecom-owned digital units, Saudi AI product companies, regional consultancies and remote specialist teams. They solve different problems. The questions that decide success, such as whether the team has shipped an agent into production with evals, whether its Arabic actually works on your data, and whether the hosting satisfies the PDPL and your sector regulator, are rarely answered in a sales deck.
This guide compares the 10 best AI development companies in Saudi Arabia in 2026. Real services, honest pricing where it is publicly known, pros and cons, and a framework to pick the right AI partner.
Disclosure: AY Automate publishes this guide and ranks itself first, because one senior team ships Claude-native agents end to end, evals included, and delivers in Arabic as well as English and French. AY Automate is not headquartered in Saudi Arabia and has no Saudi entity. If a local commercial registration, Saudization requirements or on-site staff are hard requirements, start your shortlist at #2.

1. AY Automate, best for Claude-native agentic AI systems
AY Automate is an AI agent development studio that builds production agentic systems for B2B teams. The team specializes in Claude Code, the Claude Agent SDK, LangGraph orchestration and retrieval-augmented generation pipelines. It runs senior-only engagements focused on shipping the agent, the evals and the observability stack, instead of staffing a large team of generalists.
For Saudi buyers, the studio's Arabic delivery is the practical reason to look. It works across English, French and Arabic markets, so an agent that answers customers in Arabic, reads Arabic contracts or summarises Arabic tickets is built and tested in Arabic from day one. Delivery is remote with working hours that overlap the Saudi day. Typical builds include customer-support agents, internal copilots over private data, and automation that replaces manual back-office steps. Its custom AI development company page shows how a build is scoped and tested on real examples.
Key features
- Claude Code and Claude Agent SDK delivery: tool use, sub-agents and skills
- LangGraph and CrewAI orchestration for multi-step workflows
- RAG pipelines over Arabic and English documents
- Eval harnesses and observability in every build
- Delivery in Arabic, English and French
Best for
- Saudi companies that want one production agent shipped in weeks
- SaaS and fintech teams adding Arabic AI features to an existing product
Pricing
- Custom engagements scoped by outcome
- No public hourly rate sheet
Pros
- Production experience with the Claude Agent SDK, not a wrapper team
- Senior engineers only
- Arabic built and evaluated by the same team
Cons
- No Saudi entity, which rules it out of some government procurement
- Not sized for programs that need hundreds of on-site staff

How to choose the best AI development company in Saudi Arabia
1) PDPL and where the data lives
The Personal Data Protection Law (Royal Decree M/19 of 2021) is enforced by SDAIA and has applied in full since September 2024. It restricts transfers of personal data outside the Kingdom and sets rules for consent, purpose and security. Sector regulators such as SAMA for banks add their own requirements. Ask every vendor where the model, the vector database and the logs will run, and whether any prompt or document leaves Saudi Arabia. A clear answer, in writing, is worth more than any demo.
2) National champion or focused delivery team?
HUMAIN, Elm and solutions by stc are built for national and enterprise-wide programs. Mozn, Intelmatix, Lucidya and Unifonic sell platforms you configure. A focused team like AY Automate wins when the scope is one custom agent or copilot that needs to ship fast. Many buyers combine a sovereign host with a specialist builder.
3) Arabic quality you can measure
Ask for an evaluation on your own Arabic data: Saudi dialect customer messages, formal documents, and mixed Arabic-English text. Ask how the vendor measures accuracy and what happens when the agent is unsure. If the vendor cannot show eval results before launch, the risk sits with you. See hire remote AI developers guide for the hiring checklist.
4) Local team or remote delivery?
Local presence helps with government tenders, Saudization targets and on-site workshops. Remote delivery gives access to more senior engineers at a lower cost. Directory data puts the median hourly rate for Saudi software firms at about $37 (GoodFirms, August 2026); specialised AI engineering costs more. Questions to ask an AI development company in Saudi Arabia before you sign
Most failed AI projects in the Kingdom fail for the same few reasons: the data could not legally leave the country, the Arabic was not good enough for real customers, or nobody owned the agent after launch. These questions surface those risks in the first meeting.
- Where will the model, the vector database and the logs run? You want a named cloud region or data centre, and a written statement on whether any prompt, document or log leaves Saudi Arabia. Under the PDPL, "we use a global API" is not an answer.
- Which Saudi clients run an agent you built in production today? A pilot or a demo does not count. Ask for one reference you can call, in your sector if possible.
- How do you measure Arabic quality? Ask for the evaluation set, the scoring method and the results on Saudi dialect messages, formal Arabic and mixed Arabic-English text. Ask what the agent does when it is unsure.
- What does the agent do when it fails? Good vendors show the observability: traces, alerts, human handover, and a weekly review of wrong answers.
- Who owns the prompts, the evals and the code? Make sure the contract gives you the full repository, the evaluation suite and the documentation, so you can switch vendors later.
- How does the build fit SAMA, NCA or your sector regulator? Banks, insurers and critical infrastructure operators have extra controls on outsourcing, cloud and cybersecurity. The vendor should name them.
- What will it cost to run, not just to build? Model usage, hosting and monitoring are monthly costs. Ask for an estimate at your expected volume, in riyals, before you sign.
- What happens after launch? Agree on a support period, a handover plan and the training your team needs to own the agent.
A vendor that answers all eight clearly, in writing, is worth shortlisting regardless of size. A vendor that answers with a slide about Vision 2030 is not.

FAQ
Which is the best AI development company in Saudi Arabia? For national-scale infrastructure and models, HUMAIN. For government digital services, Elm. For enterprise transformation, solutions by stc. For a single production AI agent or copilot shipped fast by a senior team that works in Arabic, AY Automate is our pick (we publish this list, see the disclosure above). The best choice depends on program size and data residency.
What are the top AI companies in Riyadh? Riyadh-based AI companies on this list include HUMAIN, Elm, solutions by stc, Mozn, Intelmatix, Unifonic and Thiqah, plus Beinex's Riyadh office. Lucidya was founded in Jeddah.
How much does AI development cost in Saudi Arabia in 2026? Saudi software firms report a median of about $37 per hour on GoodFirms, and senior AI engineering runs higher. National champions and large integrators do not publish rates and price by program. A focused agent build is often a fixed-scope project; AY Automate scopes by outcome rather than by the hour.
Saudi-based or offshore AI development company? Pick a Saudi-based firm when you need local registration, Saudization, on-site staff or a vendor already approved for government work. Pick a remote or offshore specialist when the scope is clear and senior skills matter more than location. In both cases, keep personal data hosted in a way that satisfies the PDPL.
What does the PDPL mean for an AI project? It means you need a lawful basis for the personal data you feed the model, limits on transferring that data outside the Kingdom, and security controls on prompts, logs and vector stores. Your vendor should explain the data flow before building.
Is there a Saudi Arabic language model? Yes. SDAIA developed the ALLaM Arabic model, and HUMAIN works on Arabic models and AI services. Many teams also build Arabic agents on frontier models from global labs, then evaluate them on Saudi data.
How long does an AI project take in Saudi Arabia? A focused agent or copilot usually ships in 4 to 12 weeks with a specialist team. Enterprise and government programs often run 6 to 18 months, plus procurement time.
Which Saudi AI companies focus on banking? Mozn (FOCAL for AML, KYC and fraud) is the clearest example. solutions by stc and Elm also serve financial institutions as part of broader programs.
Can a Saudi AI company train our internal team? Yes. Most firms here offer enablement or training. AY Automate runs senior-led builds with a structured handover so your team can own the agent after launch.
